New Regulation Enhances Transparency in Bangladesh Buying House Industry

The Bangladesh Garment Buying House Association (BGBA) has achieved a significant institutional milestone following a High Court directive reinstating mandatory membership certification for buying houses seeking registration.

The order, issued by the High Court Division, along with directives from the Ministry of Textiles and Jute, requires all applicants to submit a certified membership document from a recognized trade organization to obtain registration from the Department of Textiles.

Importantly, the directive formally designates BGBA as the authorized body to issue such certifications. This restores a requirement that had been withdrawn under a 2022 policy decision.

Industry stakeholders believe the move will enhance structure, transparency, and accountability within Bangladesh’s buying house sector, which plays a critical role in linking global apparel brands with local manufacturers.

The development is widely viewed as a landmark achievement for BGBA, strengthening its position as the central representative body for buying houses. It also reinforces governance standards at a time when global buyers are placing greater emphasis on compliance, traceability, and supply chain transparency.
